CPA is a detailed review of organisations' (usually a council, health service provider, fire service or other public body), management and operational service arrangements. CPA is designed to helping local councils in England improve local services for their communities. It is a way of measuring the performance of these bodies against a uniform measure sensitive to the local environment. |
